  1. Respected Hon’ble Chief Minster Sir,
I am domestic consumer of electricity and my consumer Account No. is 273355000.My electricity meter was running abnormally fast as a result electricity bill was coming very high. On my request check meter was installed on 4.9.2019 and it remained installed from 4.9.2019 to 13.9.2019. When meter reading of actual meter and check meter was compared then it was found that original/actual meter was running 4.10 time fast ( i.e. 410%). on the basis of this finding and report, on my request a new meter was installed in place of old meter and now new meter is running well. Considering this fact, I had made a request to SDO, UHBVN, Panchkula city on dated 16.9.2019 for refund of money paid in thousands, due to running of fast meter to the tune of 4.10 times. After that again on dated 30.9.2019, reminder of above said request was made to the SDO but no action is taken on the plea that meter will be got checked from Ambala and I was told that my original meter is sent there and report is awaited. After that I was roaming around the office of SDO and JE but no action is taken. On 14.9.2019, I was told by Junior Enginner that meter has came back because it was not sent in packed form. Any how when I insisted that it was not my fault then why delay in refund of excess amount paid by me is being made,. On this JE had today again he is sending the meter in packed form and L.L.,-1 Checking report was prepared by him and a copy of the same is given to me on dated 14.10.2019. When after 20 days I again visited the office of SDO and JE to know the status of refund case then I was told that you will have to go to Ambala so that in your presence meter will be opened . He date of visit will be informed to you for this and he will take along me with him.. Bur Sir, even aftere the lapse of 2 months I have not received any communication so far and I i am just roaming around the office of SDO and JE there but no convincing response is received so far. Rather, I am told that such cases are pending for more than years.
Under the circumstances explained above, i am feeling very much harassed to get the refund for excess amount in thousands rupees paid by me due to running of electricity meter 4.10 times i.e.more than 400% amount of electricity bill has been paid me since so many months due to fault in original meter installed in my house.
Sir, I would like to request you that concerned officer may be taken into task for harassing the consumer like me unnecessary by not solving the issue of refund of amount. I am hopeful that a quick action will be taken at your end and justice be given to me by refunding the excess amount of electricity bill paid by me in last so many months.
    Regards
    Yours Sincerely

    (Rama Tewari)
